Eelŭnaapéewi Lahkéewiit (Delaware Nation) is in the process of developing a comprehensive Child and Family Services (CFS) structure that will include all levels of prevention programming.

Job Summary:

The CFS Director will be responsible for continued development of the  Eelŭnaapéewi Lahkéewiit (Delaware Nation) CFS Department programs and services to ensure the needs of community members are being met in an effective and timely manner.

Under the supervision of the  Eelŭnaapéewi Lahkéewiit (Delaware Nation) Director of Operations, the CFS Director is responsible for overseeing the management, financial operations, administration, and delivery of all CFS services and programs

This position will lead all strategic planning, reporting, and monitoring of the programs and services of the CFS Department.

Duties and Responsibilities will include, but are not limited to:

Service Program Development, Implementation, Reporting, and Monitoring

  • Ensure all necessary service models of care, policies, programs, and procedures are developed and implemented in accordance with current legislation, the service plan, and best practices.
  • Oversee improvements to programs through program review, evaluation, research, feedback on outcome measures, and related sources.
  • Evaluate and report on the effectiveness of CFS administration, finances, and community programs.
  • Ensure that CFS roles, responsibilities, and processes are clearly articulated.
  • Ensure the accuracy and timeliness of client data provided to case management system.
  • Assist in the development, negotiations, and updating of service protocols and agreements with all urban and community-based organizations, including other First Nations.
  • Ensure all program funds and budgets are managed in a responsible and ethical manner.
  • Responsible for managing and maintaining the relationship between the Ministry, CFS, and  Eelŭnaapéewi Lahkéewiit (Delaware Nation) community.
  • Monitor government policies and legislation.
  • Knowledge and experience in strategic planning, legislation, and policy development.
  • Participants on internal and external committees as required.
  • Performs other duties as required and requested by the Director of Operations.

Personnel Management

  • Manage and supervise  Eelŭnaapéewi Lahkéewiit (Delaware Nation) CFS personnel, which includes Prevention Services (primary, secondary and tertiary), First Nation Representative Services, Jordan’s Principle Services, Post-Majority Care services, and any future positions of the CFS Department.
  • Responsible for annual performance reviews, professional development, disciplinary actions, and hiring.
  • Manage, implement, and align strategic planning and development of CFS workplans.
  • Evaluate and report the effectiveness of administration, finance, community programs, and delivery for  Eelŭnaapéewi Lahkéewiit (Delaware Nation).

Financial Management

  • Lead and direct all administration and financial operations of CFS in accordance with Eelŭnaapéewi Lahkéewiit (Delaware Nation) Finance Policy.
  • Responsible for the submission of annual budgets, quarterly budget review, and reporting on expenditures to the finance department and stakeholders.
  • Authorizing expenditures as per  Eelŭnaapéewi Lahkéewiit (Delaware Nation) finance policy.
  • Ensure policies and procedures are applied and enforced.
  • Prepare and maintain department and program budgets.
  • Responsible for overseeing and managing the funding agreements with all levels of government.

 

Experience and Qualifications

Knowledge, Skills & Competencies:

  • Master of Social Work, or Master’s degree and relevant education with a minimum of five years related management experience preferred; however, a combination of related education, experience and skills in Indigenous child welfare, personnel management, program planning, financial management, leadership and administration may be considered.
  • Direct experience working with First Nation families, youth, and children.
  • Thorough knowledge of the Child, Youth, and Family Services Act and the Act respecting First Nations, Inuit, and Metis children, youth, and families.
  • Proficient in the use of Microsft Office software including Excel, PowerPoint, database application and email, team meetings, and video conferencing.
  • Advanced critical thinking skills.
  • Demonstrates exceptional dispute resolution and crisis management skills.
  • Superior interpersonal, written, and oral communication skills.
  • Advanced planning, time management, multi-tasking, and organization skills.
  • Must be willing to travel, possess a valid driver’s license and reliable vehicle.
  • Must have proof of two-million dollar automobile insurance coverage.
  • Must be willing to provide a Vulnerable Sector Check and Criminal Reference Check.
  • Must possess and maintain CPR/First Aid Certification
  • Respect for, sensitivity towards, as well as knowledge and understanding of Lunaapeew traditions and culture is preferred and a definite asset.
  • Ability to understand and speak Lunaapeew language is an asset.
