POSITION: Community Energy Champion
DEPARTMENT: Consultation Department
REPORT TO: Chief Executive Officer/Manager of Consultation
STATUS: Full-Time, Permanent
SALARY: $28 per hour – $35 per hour

CONTEXT STATEMENT:

A community living in harmony with all of Creation, maintaining a healthy balance between individual and community needs and working productively with other Indigenous and non-Indigenous governments and communities.

JOB SUMMARY:
The Community Energy Champion will act as a point of contact and facilitator for communication and engagement within the context of consultation on energy projects within CFN’s Traditional Territory. The Community Energy Champion is responsible for ensuring the proponents and governments honour the Duty to Consult and Honour of the Crown, build relationships with governments and proponents, managing consultation processes, ensuring effective communication between CFN and various stakeholders and governments. The Community Energy Champion provides briefings and recommendations to Chief and Council
concerning project files and manages and prioritizes notices sent to the department. The Community Energy Champion will work as a representative on consultation matters on behalf of Caldwell First Nation. The Community Energy Champion will engage Northwind Business Development, Chief and Council and Caldwell First Nation community members to ensure appropriate representation of their interests. The mandate of the Consultation Department is two-fold: to focuses on Crown and industry engagement, rights assertion, land use negotiations, regulatory processes, and ensuring Free Prior and Informed Consent and to stay up to date on regulatory and legislative changes related to energy and resources.

MAIN DUTIES & RESPONSIBILITIES:
● Stay up to date on energy, mining and resource legislation and policy;
● Bring awareness to the community about energy planning and energy infrastructure projects;
● Understand and navigate Impact Assessment processes;
● Identify opportunities for economic development with Northwind Business Development;
● Ensure the Duty to Consult process is followed by proponents and government;
● Build relationships with consultant, proponents, governments, and community;
● Schedule meetings and regularly communicate with proponents and governments;
● Negotiate impact benefit agreements to ensure the nation is fairly compensated for impacts to Aboriginal and Treaty Rights;
● Research history and occupation of Caldwell First Nation in their treaty territory;
● Organize community engagements, gather data, summarize data and report on the outcomes of the engagements;
● Review and draft technical summaries and reports;
● Draft and review Band Council Resolutions and Briefing Notes for Chief and Council;
● Stay up to date on provincial and federal policy relating to consultation and impacting Aboriginal and Treaty Rights;
● Conduct site visits and inspections to monitor compliance of all agreements with Government agencies and other industry stakeholders;
● Work with consultants and specialized professionals to review and/or complete impact studies;
● Ability to review mapping and geographic information systems;
● Attend training, conferences, and workshops pertaining to consultation and accommodation;
● Comply with all Caldwell First Nation Band policies and procedures;
● Other duties as may be reasonably required by the Chief Executive Officer.

Working Conditions:
● Working in an office environment;
● Site visits to rural, undeveloped, and construction sites in some cases;
● Office hours are 8:30am – 4:30pm, a flexible schedule maybe required including nights and weekends depending on business needs;
● Lift up to 20 pounds.

Travel:
● Travel may be required such as for training, site visits, conferences etc.;
● Some travel may require staying overnight depending on location

Experience and Qualifications

QUALIFICATIONS:
● Post-Secondary degree/diploma in Indigenous studies/urban planning/economic development/GIS/Impact Assessment Processes, or similar education preferred;
● Experience working with First Nations communities or knowledge of Anishinaabe culture is considered an asset.
● Possess 1-2 years of experience working in government, First Nations or ;
● Knowledge of the Indian Act, UNDRIP, OCAP, and FPIC;
● Knowledge of relevant customs, legislation and legal principles applying to the public and private consultation, environment, and heritage/archaeology sectors;
● Possess good verbal presentation skills;
● Comfortable meeting with private or public sectors to establish relationships and potential partnerships;
● Possess strong research skills and written and oral communication skills.
● Must have strong organizational and time management skills;
● Possess a high level of organizational, analytical, and administrative skills;
● Must be able to develop, implement, monitor, and evaluate progress of multiple projects;
● Knowledge of using Microsoft Office, Word, Excel, and able to learn new programs;
● Experience in compiling and writing detailed reports and briefing reports or enlisting administrative support as required;
● Highly motivated and ability to work independently in a demanding and fast-paced work environment;
● Ability to learn quickly and handle changing priorities;
● Current car insurance policy;
● Current Vulnerable Sectors Police Clearance;
● Class G Drivers Licence.
