Job Description

Position Title: Economic Development Coordinator

Location: Sarnia, ON

Duration: Permanent, Full-time

Purpose of the Position:

The Economic Development Coordinator is responsible for implementing, monitoring, and improving the Economic Development program while ensuring the delivery of a high-quality program in alignment with relevant regulations and the policies and procedures established by the First Nation Council. The Economic Development Coordinator provides leadership and direction to all Economic Development program staff. The coordinator is focused on improving the First Nation’s overall capacity for sustainable economic growth and diversification in collaboration with the Aamjiwnaang community and potential partners.

Responsibilities:

Economic Development Program Development, Planning, and Implementation:

  • Plan for and implement high-quality programs and services in alignment with the economic development program goals, plans, and funding/grant requirements
  • Monitor implementation of program plans and overall program performance
  • Oversee and manage multiple projects in alignment with project plans and all relevant requirements
  • Remain informed of Provincial and Federal economic development services, initiative, and funding/grant opportunities and communicate this information to the department manager
  • Keep abreast of new and innovative programming opportunities and initiatives and make recommendations for improvement while ensuring ongoing compliance with relevant economic development regulations and funding/grant requirements
  • Support the development of new programs and proposals to meet identified community needs
  • In partnership with the Manager of Development, liaise with professional consultants, industry partners, relevant agencies, boards, advisory committees, and local and provincial government as appropriate.
  • In partnership with the Manager of Development and appropriate staff and committee members, prepare 2-year strategic plan for Economic Development
  • Promote a positive image of Economic Development programs to the public, encouraging community consultation and participation

People Management:

  • Provide leadership and direction to economic development program staff
  • SUpervise and support direct reports to ensure and foster wellbeing in a cooperative working environment in accordance with policies, procedures, and systems in place
  • Ensure staff conduct themselves in a professional manner in dealing with Aamjiwnaang Band members, staff, and the public
  • Oversee hiring, onboarding, training, and instruct team members on program and services.
  • Provide guidance, coaching, support, and training and development opportunities while engaging direct reports in goal setting and performance evaluation
  • Communicate and enforce performance expectations and goals while motivating staff
  • Conduct performance reviews

Finance & Administration:

  • Ensure effective utilization of program funding, grants, and resources
  • Monitor and report on the program budgets and funding/grant obligations as required, including:
    • Maajiigin Gumig Greenhouse (business plan & implementation)
    • Gwetaandaawe Market
    • Business 2-step Assessment Process – implementation and assessment of economic opportunities
    • AFN Joint Venture(s) – Support and Management
    • Hydro One Transmission Line Projects – Due Diligence Funding, Project Team member, & work with awarded EPC contractors for employment, business, procurement, and joint venture opportunities
    • Business Licensing Program – Implementation
    • AFN Procurement Strategy – Implementation to build capacity in pursuit of long-term sustainable growth of jobs and AFN business opportunities
    • AFN Entrepreneur Development
  • Adhere to Indigenous Service Canada reporting requirements
  • Directs staff in preparation of and attend bi-monthly Economic Development Committee meetings, and facilitate quarterly Business Seminars with Chief and Band Council
  • Identify new opportunities for revenue and cost saving strategies while ensuring appropriate program standards continue to be met
  • Attend appropriate workshops, seminars and training sessions as required to remain current on topics of concern to your role and scope of responsibility
  • Attend City, management, Committee, Advisory, Council, and community meetings as required

Experience and Qualifications

Minimum Requirements:

  • Completion of the Ontario Secondary School diploma
  • Post-Secondary education in the following areas: business administration, economics, and marketing
  • 3 to 5 years of experience in economic development program planning and coordination.
  • Minimum 3 years of experience with staff supervision
  • 3 to 5 years of experience (work or lived) in First Nations, understanding the needs, challenges, and political environment
  • A clear Criminal Record Check and Vulnerable Sector Check
  • A calid driver’s license and access to a vehicle
  • CPR/First Aid Certification is required

Knowledge, Skills, and Abilities

  • Thorough knowledge of First Nations Economic Development initiatives / services and how that impacts the AFN community
  • Knowledge of First Nations bylaws, politics and specific issues related to economic development
  • Knowledge of and ability to apply core First Nations values to coordinate culturally appropriate services
  • Able to support the vision, purpose, and values of AFN
  • Professional understanding of corporate structures as it related to Joint Ventures entities
  • Thorough knowledge of current policies and procedures relative to economic development issues
  • Effective supervisory, mentoring and delegation skills
  • Proficient skill with ability to train on all associated software, programs, etc.
  • Able to communicate effectively using oral, written, visual and non-verbal communication skills
  • Well-developed interpersonal skills; strong interest in economic development and the provision of economic development programs and services
  • High-level sensitivity and respect for Indigenous issues
  • Demonstrated organizational and analytical skills with the ability to make informed decisions and take initiative with self-direction and follow through

In accordance with Section 16 Special Programs of the Canadian Human Rights Act, preference will be given to Aamjiwnaang Band Members with relevant education/experience (R.S.C 1985, c. H-6, s16 (1-3).
