HOUSING DIRECTOR

Position Summary
To plan, direct and oversee the activities, projects and operations of the Housing Department including all rental units Phase 1,2,3,4,5,6,7,8,9,10 to coordinate assigned activities with other COTT departments and outside agencies. Provide highly responsible and complex administrative support to COTT members.
Supervision
Receive general administrative direction from the Executive Administrator but report to the Public Work Director. The Housing Director will supervisor professional, management, technical, clerical and maintenance staff.
Responsibilities
• Assume all management responsibilities for all Housing Department Services and activities including to plan, direct, manage and oversee the activities projects and operations of the Housing Department including inspections, RBC loans, funding, leases and administer policies and procedures.
• Direct the development and implementation of Housing Department goals, objectives, policies and priorities for each assigned service area.
• Establish, within COTT policy, appropriate services and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate through subordinate level supervisory and managerial personnel, the Housing Department work plan, assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify staff efficiency.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and Implement changes.
• Select, train, motivate and evaluate Housing Department personnel; provide or coordinate training; work with employees to correct deficiency; implement discipline and termination procedures.
• Serve as one of COTT resources for technical engineering expertise
• Oversee and participate in the development and administration of the Housing Department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
• Explain, justify and defend housing department programs, policies, and activities; negotiate and resolve sensitive and controversial issues
• Represent the Housing Department to other COTT departments, elected officials and outside agencies; coordinate Housing Department activities with those of other departments, outside agencies and organizations.
• Development and evaluation of programs and policies for implementation of departmental and COTT needs and goals.
• Assess and monitor the COTT infrastructure to provide adequate levels of public service both for existing systems/networks and extensions/development.
• Represent the Housing Department to the Community and Leadership, coordinate / facilitate housing activities with public service needs.
Other Duties
• Provide staff assistant to the daily operation; prepare and present staff reports and other necessary correspondence.
• Provide staff support to assigned responsibilities.
• Attend and participate in professional group meeting; stay abreast of new trends and innovations in the field of housing administration.
• Respond to and resolve difficult and sensitive Community inquiries and complaints.
• Perform other duties as assigned
Knowledge Of:
• Operational characteristics, services and activities of a comprehensive housing administrative program
• Management skills to analyze programs, policies and operational needs
• Construction techniques involving Ontario Building Code (OBC), plumbing, electrical, drainage systems, flood control and sanitary sewers
• Principles and procedures of facility maintenance
• Practices of program management, development and administration
• Principles of supervision, training and performance evaluations
• Current Human Relations and Employee Labour law issues
• Pertinent Federal and Provincial codes and regulations
Qualifications
• Eight (8) years of increasingly responsible experience in Housing Management, construction, or related field, including four (4) years of administrative and supervisory responsibilities
• Accredited college or university with major course in civil engineering or related field
• Possession of, or ability to obtain to obtain Class G Driver’s license
• Possession of Level 1 -PMP
Working Conditions
• Office/Field environment; may work in inclement weather conditions
• Essential and marginal functions require maintaining physical condition necessary for sitting, standing or walking for prolonged periods of time; and operating a motorized vehicle
