POSITION: Department Manager
DEPARTMENT: Consultation Department
REPORT TO: Chief Executive Officer
STATUS: Full-Time, Permanent
SALARY: $35 per hour – $45 per hour

JOB SUMMARY:
The Department Manager will be responsible for leading and managing the consultation process with external parties (government, proponents, and stakeholders) on behalf of Caldwell First Nation. The goal of this department is to ensure that Caldwell’s Aboriginal and Treaty rights and interests are represented and protected through the Duty to Consult and Accommodate in relation to development projects and other activities that may impact CFN’s Traditional Territory. The Department Manager is responsible for overseeing the daily operations and long-term activities of the Consultation Department. The Department Manager
will draft briefing notes and provide recommendations to the Chief Executive Officer and the Chief and Council. The Department manager will ensure that consultation processes are effective and communication is consistent with governments and proponents. The Department Manager is responsible for promoting Caldwell First Nation’s vision and values, maintain professionalism, and represent Caldwell First Nation in a positive manner.

MAIN DUTIES & RESPONSIBILITIES:
● Negotiate Impact Benefit Agreements with proponents;
● Monitor and track consultation efforts with major proponents in CFN’s traditional territory;
● Review and draft technical summaries and reports;
● Draft and review Band Council Resolutions and Briefing Notes for Chief and Council;
● Develop and administer community consultation;
● Monitor compliance of all agreements with Government agencies and other industry stakeholders;
● Work with consultants and specialized professionals to review and/or complete impact studies, impact benefit studies, etc.;
● Coordinate information sharing pertaining to natural resources initiatives within Caldwell First Nation Territory;
● Attend training, conferences, and workshops pertaining to consultation and accommodation;
● Prepare monthly and an annual report for the Chief Executive Officer;
● Develop a yearly work plan with targets and deadlines;
● Comply with all Caldwell First Nation Band policies and procedures;
● Oversee the work of consultation departmental staff;
● Regularly use GIS, Community Knowledge Keeper, and other software to track and monitor developments within the traditional territory;
● Develop and oversee workflows and projects in the Department;
● Distribute coordination responsibilities and delegate tasks within the Department;
● Ensure health and safety, as well as CFN policies are followed by staff;
● Liaise with other managers and Departments to ensure strong communication and understanding between different Departments and organizational activities;
● Other duties as may be reasonably required by the Chief Executive Officer

Working Conditions:
● Working in an office environment;
● Site visits to rural, undeveloped, and construction sites in some cases;
● Office hours are 8:30am – 4:30pm, a flexible schedule maybe required including nights and weekends depending on business needs;
● Lift up to 20 pounds.

Travel:
● Travel may be required such as for training, site visits, conferences etc.;
● Some travel may require staying overnight depending on location

Experience and Qualifications

QUALIFICATIONS:
● Post-Secondary degree/diploma in Indigenous studies/urban planning/economic development, or similar education preferred;
● Experience working with First Nations communities or familiar with Anishinaabe culture and ways of life is considered an asset.
● Possess 3-5 years’ experience in consultation or planning;
● Knowledge of financial processes and budget management;
● Knowledge of UNDRIP, FPIC, and the Duty to Consult legislation and legal principles applying to the public and private consultation, environment, and heritage/archaeology sectors;
● Possess good verbal presentation skills;
● Comfortable meeting with private or public sectors to establish relationships and potential partnerships;
● Possess strong research skills and written and oral communication skills.
● Must have strong organizational and time management skills;
● Possess a high level of organizational, analytical, and administrative skills;
● Must be able to develop, implement, monitor, and evaluate progress of multiple projects;
● Knowledge of using Microsoft Office, Word, Excel, and able to learn new programs;
● Experience in compiling and writing detailed reports and briefing reports or enlisting administrative support as required;
● Highly motivated and ability to work independently in a demanding and fast-paced work environment;
● Ability to learn quickly and handle changing priorities;
● Current car insurance policy;
● Current Vulnerable Sectors Police Clearance;
● Class G Drivers Licence
