Job Summary
This position is responsible for providing a high level of paramedic service knowledge and is directly accountable for portfolios that include paramedic services to community members and visitors to the coverage area of service.
This position will manage paramedic operations in compliance with relevant legislation, policies and guidelines that provide full, efficient, cost-effective paramedic service that is seamless, integrated, accountable, and accessible to all people in the Oneida Nation of the Thames Paramedic Service area.
Major Responsibilities
- Accountable for portfolio(s) that include management of paramedic services to community members and visitors by:
- Ensuring balanced ambulance coverage to all communities in the coverage area (this includes staff and vehicle availability).
- Maximizing, in a cost-effective manner, the delivery of land ambulance service through creative deployment strategies and resource optimization.
- Developing operational goals and objectives, policy and procedures to ensure the effective operation of the unit.
- Enhancing overall system operations and associated policy and procedure changes.
- Developing communication strategies to support system initiatives to ensure staff are informed.
- Ensuring protocols are developed, accepted and followed and communicating expectations about the quality-of-service delivery.
- Providing leadership so that staff collaborates with full commitment in pursuing goals through effective hiring, training and performance management.
- Meeting regularly to ensure the efficient and effective deployment and monitoring of services.
- Making frequent inspections for the purpose of observing conditions and the manner in which duties are being performed.
- Provide support to the Paramedic Chief of the Oneida Nation of the Thames Paramedic Service as a member of the senior management team by:
- Participating in planning sessions to determine the direction of Oneida Nation of the Thames Paramedic Service 2-5 years into the future that are aligned with direction of the system.
- Participating in the development of departmental strategic business plan and operational plans and budget priorities in conjunction with Paramedic Chief of Oneida Nation of the Thames Paramedic Service; allocate resources to achieve desired program results; report on system’s performance.
- Establishing performance measures in system performance, program planning & evaluation.
- Monitoring all factors (federal and provincial) with fiscal impact and recommending what action should be taken including mandates and agreements.
- Participating in the ongoing general management of the system.
- Providing progressive leadership and advisement in ensuring a challenging, positive and values-driven work environment.
- Executing succession planning and related development activities to secure the future of Paramedic Service.
- Liaise with vendors and maintenance providers service operators and administrative bodies to ensure operations continuously meet service needs/demand by:
- Collaborating with the appropriate departments/agencies to ensure that fleet specifications, data and information received from the system adequately meets system needs.
- Advising on changed requirements in data provision for future negotiation with management and other service providers.
- Working in partnership with appropriate stakeholders, Police Services and Fire Departments on first response provision and other fleet issues of mutual interest.
- Liaising with equipment and supply vendors to ensure adequate stock is on hand at all times to meet the demand for service.
- Maintain Fleet operating status and maintenance system by:
- Monitoring service compliance and instituting action to correct variances in fleet status.
- Identifying gaps in information collected, monitored and used instituting measures to correct or change system.
- Initiating studies, needs assessments and surveys to assist the division in meeting its goals and objectives.
- Using data to make recommendations regarding service improvements.
- Oversee equipment and supplies inventory including fixed and disposable medical equipment, supplies and employee uniforms by:
- Ensure tracking inventory and controls distribution of fixed and disposable medical equipment and supplies to the ambulance station, vehicles and staff.
- Processing requisitions for replacement of equipment and supplies are processed in a timely manner to ensure there is no disruption of service.
- Ensuring damaged equipment is repaired or replaced as quickly as possible by the appropriate vendor.
- Reviewing new products and making recommendations to the Paramedic Chief of Oneida Nation of the Thames Paramedic Service in respect to future purchasing.
- Build strategic networks, alliances, partnerships and consultation practices with healthcare, provincial, municipal stakeholders including police and fire services to ensure coordinated and seamless emergency response system by:
- Promoting a positive image of the service and its programs, addressing community concerns and identifying changing public expectations.
- Building relationships with Ministry of Health and the Ministry of Long-Term Care and other Healthcare Stakeholders.
- Contributing to local community disaster planning by establishing co-operative working relationships with emergency services such as fire and police departments, hospitals, nursing homes and local communities as well as 911.
- Participating in disaster planning and crisis management, ensuring a quality ‘value added’ service that provides full, efficient, cost-effective service that is seamless, integrated, accountable, and accessible to all people within the Oneida service area.
- Being politically astute in conducting Paramedic Services work.
- Ensuring progressive and proactive communication internally within the service and externally with the community and media.
- Representing the system on projects and ensuring the implementation of system initiatives and priorities that are directed to improve effectiveness of operations and development of employees e.g. records management, attendance management, employee development.
- Perform various administrative functions as required such as:
- Participating in budget development and financial planning, as required.
- Responding to requests for information.
- Preparing reports as required.
