This recruitment is for a currently vacant position (1 position) for a full-time IT Systems Analyst with the Town of Essex.

Reporting to the Manager of IT, the Systems Analyst will assist with the administration, security, and reliability of the Town’s servers, networks, and cloud infrastructure. The role supports the management of server hardware, Microsoft 365, cloud services, databases, backups, and disaster recovery to ensure system availability, performance, and security. The position plays a key role in protecting the Town against cyber threats, responds to system outages, and supports business continuity initiatives. Working collaboratively with department leaders and external vendors, the position supports technology implementations, provides technical guidance and assists with advanced helpdesk issues to help ensure stable and secure IT operations across the organization.

Responsibilities

Server Hardware & Applications Support

• Under direction of the Manager, IT, is responsible for managing and maintaining all server hardware, including, implementation, configuration, troubleshooting, and updating all hardware infrastructure

• Assists in managing, supporting and maintaining server/network applications including the management troubleshooting SQL database servers and all cloud instances

• Assists with oversight and security of Microsoft 365 tenant, including optimization of all cloud services, user accounts, email addresses user licensing organizational settings and application deployments

• Work with department leaders to identify and document required server and application service levels, to meet service level agreements with end users.

• Identify and recommend action to solve outages due to hardware failures and unexpected upgrade abnormalities

Security of Network and Server Infrastructure\ Business Continuity

• Assist with the implementation, operations and maintenance of information security technology solutions to identify, mitigate and respond to security threats impacting the Municipality’s environment

• Notify Manager of IT of emergency network outages in accordance with business continuity and disaster recovery plans including monitoring all network hardware and equipment, including routers, switches and UPS devices

• Under the direction of the Manager, IT, identify and recommend solutions for implementation to solve outages resulting from ransom or malware attacks

• Assist with the management of local and cloud backups, including testing and configuring off site cloud disaster recovery

• Configure, monitor and test backup and recovery procedures to ensure the security, reliability and trust in data storage of vital information.

• Assists with the management of security patching of servers and network devices and appliances

Other

• Conduct pre-meeting testing and setup of all required technology for Council meetings and provide on-site technical support during Council meetings to ensure reliable operation and timely resolution of any technical issues

• Train and provide educational information and awareness to staff on cyber security threats and attacks

• Under the direction of the Manager, IT, assists with the implementation and testing of software systems and applications including any Financial, Payroll and HRIS software

• Research, evaluate and provide recommendations for technology purchases including hardware and software products.

• In conjunction with the Manager, IT, build and maintain positive working relationships with external vendors and/or contractors for project implementations and other associated work

• Provide support on outstanding helpdesk requests for various technical issues not limited to server and network outages

• Create and maintain documentation, procedure manuals and help sheets for network installations, including data, voice and security systems and any other systems that are implemented

• Other duties as assigned

Work Experience

• Minimum three (3) years progressive experience in an Information System related position, preferably in the Municipal sector

Wage Range

$81,330.00 – $98,875.00 /Year

Work Conditions

• 35 hours per week

• Manual dexterity required to operate computer

• Interacts with employees, management and Council

• Required to work under strict deadlines

• Sitting, standing, walking

• Overtime will be required for after hour server updates and attending council meetings.

• Travel within the municipality is required

Experience and Qualifications

Qualifications

• Must possess an advanced post secondary school diploma (3 year) or degree in Computer Science or Networking

• Preference will be given to candidates with Certifications in computer/network and hardware

• Working knowledge of TCP/IP, Cisco CCNA, VMware, Active Directory and Cyber Security

• Extensive knowledge and experience in various server and cloud applications including Microsoft 365, Windows Server Operating Systems and SQL Server

• In depth knowledge of networking protocols and standards

• Experience with virtual server environment such as VMware

• Strong hardware maintenance and troubleshooting skills with network components, workstations and associated hardware

• Demonstrated strong interpersonal and communication skills

• Analytical and problem-solving abilities with attention to detail and ability to present ideas in user-friendly language
